The Deutschland-Stack (German-Stack) mission statement addresses sovereignty, interoperability, and European connectivity. In line with this, the EU Commission has just published the EU Cloud Sovereignty Framework. EU Cloud Sovereignty Framework (See. Commentary on the EU Sovereignty Framework by SCS).
It therefore makes sense for the Deutschland Stack to focus on interoperable components and interfaces whose interoperability is ensured and verified by standards and conformity tests. The Sovereign Cloud Stack (SCS) project, originally funded by the Federal Ministry for Economic Affairs and Climate Action, has developed certifiable and, accordingly, verifiable standards for interoperable cloud infrastructures. Following on from the funding project, the continuous development and management of this standardization is ensured by the OSBA e.V. in cooperation with the SCS community within a neutral framework. A modular, open source reference implementation was also developed as part of the funded project . In addition to this turnkey solution, an ecosystem of software solutions implementing the SCS standards has emerged in recent years. Sovereign Cloud Stack (SCS) has certifiable, and accordingly verifiable, standards for interoperable cloud infrastructures. Following on from the funding project, the ongoing development and management of this standardisation is being carried out within the neutral framework of OSBA e.V. in collaboration with the SCS Community secured.

The Germany Stack should draw on established standards that are financed by the federal government. The SCS standards offer precisely that for sovereign cloud infrastructures, which is why we are positioning the SCS in the context of the Germany Stack criteria in this submission. This submission should also be understood in the context of the Statement by the Open Source Business Alliance, Therefore, points raised there will not be repeated here.
When considering the layers of the tech stack, SCS pays attention to the layers platform > Integration and Strategy, architecture and governance one.
